The goal is to ensure and enhance quality education in Primary, Secondary and Tertiary Institutions.

Objectives

2. To ensure quality education services in pre-primary and primary schools.
3. Improve the efficiency and effectiveness of teachers by holding refresher courses/practical skills training;
4. To develop moral, cultural and spiritual values in Schools;
5. To ensure regular and timely remuneration of secondary school and primary school teachers.
6. To ensure proper utilization of both primary and secondary schools capitation grants.
7. To ensure attraction and retention of qualified teachers by providing improved accommodation facilities.
8. To strengthen promotion of games and sports activities in primary and secondary schools.
9. To reduce shortage of classroom facilities by constructing 30 classrooms
10. To strengthen HIV/AIDS awareness prevention activities in primary and secondary schools.

1. To increase the District Water Coverage from 49.1% to 55.4% by the end of June 2010.

Sector Mandate

The goal of health department is to provide Health services to the communities through a decentralized system.

Specific Sector Goal

The Development goal of the Health sector is to reduce morbidity and mortality from the major causes of ill health and premature death and reduced disparities therein.

Objectives

1. To increase access to health care for all people by reducing walking distance from 10kms to 5kms.
2. To increase staffing positions of health workers from 60% to 85% by 2009 as per staffing norms in all health units.
3. To increase the number of HIV/AIDS patients accessing Antiretroviral drugs from 2000 to 12,000 by 2010.
4. To increase the number of deliveries from 21% to 45% by 2010.
5. To reduce mortality and morbidity due to malaria and other common illnesses
6. To strengthen disease surveillance and HMIS reporting to 100%
7. To reduce under 5 child Mortality from 130 to 100 per 1000 live births by 2010
8. To strengthen the management of both solid and liquid waster disposal.
9. To contribute to the reduction of occupational health hazards in the work places.
10. To reduce the incidence and severity of diarrhea disease out breaks in Rakai District.
11. To reduce and mitigate the effects of HIV/AIDS among the communities.
